Electric shock collar?

we just gout our golden retriever( 1 year old) a new electric shock collar and it isn't working. its one of those that you don't have to put in the ground and you can change the distances. its all the way on 6 which is the highest shock it can go. and it is as tight as it can go on his neck why isnt it working please help
